Wage vigourous legal battle to save Punjab river waters, Kirti Kisan forum urges Punjab CM
A special meeting of Kirti Kisan Forum was held today at Shaheed Udham Singh Bhawan, Chandigarh, under the chairmanship of former Secretary to Union Government Swaran Singh Boparai and former Chief Secretary Rameshinder Singh to identify the vital issues related to the lives of Punjab and to find their solution.
Former IAS officers including Kuljit Singh Sidhu, D.S Bains, Kulbir Singh Sidhu, Satwant Singh Johal, Dharam Dutt Tarnaich, Harkesh Singh Sidhu, G.K Singh Dhaliwal, Dr Karamjit Singh Saran, Parminder Singh Gill and former IPS officer Gurdayal Singh Pandher, Amar Singh Chahal, Ranbir Singh Khatra were present in this meeting of of retired civil, police, army and paramilitary services officers. Former Brigadier Harwant Singh, Colonel MS Bajwa and former civil surgeon Dr. Manjit Singh Randhawa also attended the meeting.
It was unanimously proposed that the government should take immediate effective steps to save the river waters of Punjab. Referring to the critical period that Punjab is passing through, the group members have appealed to the Chief Minister of Punjab that instead of resorting to inter-political party debate on the SYL issue, the case of Punjab’s waters should be fought vigorously at the legal level. The government should provide leadership to all the Punjabis to win the river water case. River waters are a lifeblood of Punjabis. Every part of our life is connected with rivers. If this water continues to go to the non-riparian states, not only our land will become barren but also the soul of Punjab will be drained.By having a special conversation with the media on the river waters issue, the forum will make the public aware about the importances of river waters for the state.
Regarding promises the central government made at the end of the farmers’ agitation, a resolution was passed at the meeting that the deliberate delay in the implementation of the MSP for all crops and the slight increase in the MSP of wheat and other crops would not only affect all farmers but it amounted to putting salt on oozing wounds of farming community. The increase in support price of crops is not in line with the Swaminathan report. Promising to pursue the interests of the farmers, the forum also decided to convene an early meeting to outline its future course of action.
All the members expressed their concern over the falling health level of Punjabis and the increasing consumption of drugs. The phenomenon was attributed to the lack of basic health facilities. Availability of doctors, medicines as well as health awareness for citizens is needed for a healthy life. The forum appealed to all the members to communicate with the rural farm laborer families and tell them about healthy living.
Mr Boparai and Mr Rameshinder Singh said that a public seminar would be held in Patiala in the first week of December to discuss the problems faced by the agriculture sector. The seminar will be chaired by former governor and farmers’ benefactor Mr. Satyapal Malik.

ਸਰਵਸੰਮਤੀ ਨਾਲ ਮਤਾ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਕਿ ਸਰਕਾਰ ਪੰਜਾਬ ਦੇ ਦਰਿਆਈ ਪਾਣੀਆ ਨੂੰ ਬਚਾਓਣ ਲਈ ਗੰਭੀਰਤਾ ਨਾਲ ਕਦਮ ਚੁਕੇ। ਜਿਸ ਨਾਜ਼ਕ ਦੌਰ ਚੋਂ ਪੰਜਾਬ ਗੁਜ਼ਰ ਰਿਹਾ ਹੈ ,ਦਾ ਜ਼ਿਕਰ ਕਰਦੇ ਹੋਏ ,ਸਮੂਹ ਮੈਂਬਰਾਂ ਨੇ ਮੁਖ ਮੰਤਰੀ ਪੰਜਾਬ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਹੈ ਕਿ ਐਸ ਵਾਈ ਐਲ ਮੁਦੇ ਤੇ ਅੰਤਰ ਰਾਜਨੀਤਕ ਪਾਰਟੀ ਬਹਿਸ ਕਰਨ ਦੀ ਬਜਾਏ ਕਨੂੰਨੀ ਪਖੋਂ ਪੰਜਾਬ ਦੇ ਪਾਣੀਆਂ ਦਾ ਕੇਸ ਤਕੜੇ ਹੋ ਕੇ ਲੜਿਆ ਜਾਵੇ। ਸਰਕਾਰ ਸਮੂਹ ਪੰਜਾਬੀਆਂ ਨੂੰ ਅਗਵਾਈ ਦੇ ਕੇ ਰਾਜਨੀਤਕ ਪਿੜ ਵਿਚ ਪਾਣੀਆਂ ਦੀ ਵੰਡ ਦੇ ਮਸਲੇ ਤੇ ਜਿਤ ਪ੍ਰਾਪਤ ਕਰੇ। ਦਰਿਆਈ ਪਾਣੀ ਪੰਜਾਬੀਆਂ ਦੀ ਜਿੰਦ ਜਾਨ ਹੈ।ਸਾਡੀ ਜ਼ਿੰਦਗੀ ਦੀ ਹਰ ਗਲ ਦਰਿਆਵਾਂ ਨਾਲ ਜੁੜੀ ਹੋਈ ਹੈ। ਜੇਕਰ ਗੈਰ ਰਿਪੇਰੀਅਨ ਸੂਬਿਆਂ ਨੂੰ ਇਹ ਪਾਣੀ ਜਾਂਦਾ ਰਿਹਾ ਤਾਂ ਨਾ ਕੇਵਲ ਸਾਡੀ ਧਰਤੀ ਬੰਜਰ ਬਣੇਗੀ ਸਗੋਂ ਪੰਜਾਬੀ ਜ਼ਿੰਦਗੀ ਦੀ ਰੂਹ ਵੀ ਨਿਕਾਸੀ ਜਾਏਗੀ। ਫੋਰਮ ਵਲੋਂ ਇਸ ਵਿਸ਼ੇ ਤੇ ਮੀਡੀਆ ਨਾਲ ਵਿਸੇਸ਼ ਗੱਲਬਾਤ ਕਰਕੇ ਇਸਦੀ ਅਹਿਮੀਅਤ ਨੂੰ ਜਨਤਕ ਪੱਧਰ ਤੇ ਉਭਾਰਿਆ ਜਾਵੇਗਾ।
ਕਿਸਾਨ ਅੰਦੋਲਨ ਦੀ ਸਮਾਪਤੀ ਵੇਲੇ ਕੇਂਦਰ ਸਰਕਾਰ ਦੇ ਵਾਅਦਿਆਂ ਨੂੰ ਯਾਦ ਕਰਦਿਆਂ ਮੀਟਿੰਗ ਵਿਚ ਮਤਾ ਪਾਸ ਕੀਤਾ ਗਿਆ ਕਿ ਐਮ ਐਸ ਪੀ ਨੂੰ ਲਾਗੂ ਕਰਨ ਵਿਚ ਜਾਣ ਬੁੱਝ ਕੇ ਕੀਤੀ ਜਾ ਰਹੀ ਦੇਰੀ ਅਤੇ ਆਓਂਦੀ ਹਾੜੀ ਦੀਆਂ ਫਸਲਾ ਦੇ ਖ੍ਰੀਦ ਮੁਲ ਵਿਚ ਮਾਮੂਲੀ ਵਾਧਾ ਕਰਕੇ ਨਾ ਕੇਵਲ ਸਮੂਹ ਕਿਸਾਨਾਂ ਨਾਲ ਧੋਖਾ ਕੀਤਾ ਗਿਆ ਸਗੋਂ ਕਿਰਸਾਨੀ ਦੇ ਖੂਨ ਰਿਸਦੇ ਜਖਮਾਂ ਤੇ ਲੂਣ ਵੀ ਛਿੜਕਿਆ ਗਿਆ ਹੈ। ਫਸਲਾਂ ਦੇ ਘਟੋ ਘਟ ਸਮਰਥਨ ਮੁਲ ਵਿਚ ਕੀਤਾ ਜਾਣ ਵਾਲਾ ਵਾਧਾ ਸਵਾਮੀਨਾਥਨ ਰਿਪੋਟ ਮੁਤਾਬਕ ਨਹੀਂ ਹੈ। ਕਿਸਾਨਾਂ ਦੇ ਹਿਤਾਂ ਦੀ ਪੈਰਵੀ ਕਰਨ ਦਾ ਵਾਅਦਾ ਕਰਦਿਆਂ ,ਫੋਰਮ ਵਲੋਂ ਭਵਿਖੀ ਐਕਸ਼ਨ ਦੀ ਰੂਪ ਰੇਖਾ ਉਲੀਕਣ ਲਈ ਜਲਦੀ ਮੀਟਿੰਗ ਬੁਲਾਉਣ ਦਾ ਫੈਸਲਾ ਵੀ ਕੀਤਾ ਗਿਆ।
ਸਮੂਹ ਮੈਂਬਰਾਂ ਵਲੋਂ ਪੰਜਾਬੀਆਂ ਦੇ ਡਿਗਦੇ ਸਿਹਤ ਪੱਧਰ ਅਤੇ ਵਧਦੇ ਨਸ਼ਿਆਂ ਦੇ ਸੇਵਨ ਤੇ ਚਿੰਤਾ ਜ਼ਾਹਿਰ ਕੀਤੀ ਗਈ ਅਤੇ ਇਸਨੂੰ ਮੁਢਲੀਆਂ ਸਿਹਤ ਸਹੁਲਤਾਂ ਦੀ ਕਮੀ ਦਸਿਆ। ਸਿਹਤਮੰਦ ਜਿੰਦਗੀ ਲਈ ਡਾਕਟਰ ਅਤੇ ਦਵਾਈਆਂ ਦੀ ਉਪਲਭਦਿਤਾ ਦੇ ਨਾਲ ਨਾਲ ਨਾਗਰਿਕਾਂ ਲਈ ਸਿਹਤ ਜਾਗਰੂਕਤਾ ਦੀ ਬਹੁਤ ਲੋੜ ਹੈ। ਫੋਰਮ ਵਲੋਂ ਸਮੂਹ ਮੈਂਬਰਾਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਗਈ ਕਿ ਦਿਹਾਤ ਵਿਤ ਕਿਰਤੀ ਕਿਸਾਨ ਪਰਿਵਾਰਾਂ ਨਾਲ ਰਾਬਤਾ ਬਣਾ ਕੇ ਸਿਹਤਮੰਦ ਜਿਓਣ ਬਾਰੇ ਵੀ ਦਸਿਆ ਜਾਵੇ।
ਪਰਧਾਨਗੀ ਕਰਦਿਆ ਸਵਰਨ ਸਿੰਘ ਬੋਪਾਰਾਏ ਅਤੇ ਰਮੇਸ਼ਇੰਦਰ ਸਿੰਘ ਹੁਰਾਂ ਦਸਿਆ ਕਿ ਦਸੰਬਰ ਮਹੀਨੇ ਦੇ ਪਹਿਲੇ ਹਫਤੇ ਖੇਤੀਬਾੜੀ ਨੂੰ ਦਰਪੇਸ਼ ਸਮੱਸਿਆਵਾਂ ਤੇ ਗੰਭੀਰ ਵਿਚਾਰ ਵਟਾਂਦਰਾ ਕਰਨ ਲਈ ਇਕ ਜਨਤਕ ਸੈਮੀਨਾਰ ਪਟਿਆਲੇ ਕਰਾਇਆ ਜਾਵੇਗਾ ਜਿਸ ਦੀ ਪ੍ਰਧਾਨਗੀ ਸਾਬਕਾ ਗਵਰਨਰ ਅਤੇ ਕਿਸਾਨ ਹਿਤੈਸ਼ੀ ਸ੍ਰੀ ਸਤਿਆਪਾਲ ਮਲਿਕ ਕਰਨਗੇ।
